The KADE series of Open Source/Open Hardware encoders have a Mechanical Rotary Joystick firmware that supports either one rotary stick with 6 player buttons + 7 admin buttons (either P1 or P2) or two rotary sticks with 3 player buttons each.

All of the KADE keyboard encoder-style outputs are customizable using the KADE Loader program.

Silverfox0786 has made two types of plug-and-play rotary joystick adapter boards for the miniArcade/minimus AVR.

One is a one-joystick, 6-button model (P1 or P2) the other is a two-joystick, 3-button model.

Rotary-5

Rotary5

Offered by Hagstrom, this unit is capable of operating as a stand alone device or may be used with a keyboard encoder. Its are suitable for driving direct inputs on a keyboard encoder to produce a keystroke or keystrokes for each change of position of the rotary switch.

Ultimarc "Ikari style 12-way Rotary Upgrade"

Fits the Servostik or J-Stik.

Converts the stick into a mechanical rotary stick.

12 detent positions per rotation.

The USB encoder sends one user-configurable keystroke or gamepad button press for each click left and another for each click right.

Rotary Joystick Interface

Rotary Joystick Interface to LS-30 harness

No longer available.

Offered by Ultimarc, this unit is a stand alone unit. It can convert two 12-position mechanical rotaries, and outputs a fixed set of keystrokes. It only encodes the rotary switch function on the joystick, not the up/down/left/right microswitch functions.

Druin's Rotary Interface

No longer available.

Offered by Druin, this was one of the first rotary encoders for the BYOAC crowd. You could download the plans and build your own board. It can convert two 12-position mechanical rotaries, and it needs to be connected to a separate keyboard encoder or gamepad encoder.
